In 1970s Hong Kong, amid a corrupt British colonial regime and police-gang collusion, four crime families and four corrupt superintendents led by Chui Lok terrorized the city. Officer Lam Kong, the sole righteous cop, secretly collaborated with the newly established ICAC in 1974. After a perilous struggle, they exposed the criminal empire and restored justice.
